In the FBI’s Uniform Crime Reporting (UCR) program, cleared cases in a particular calendar year can include homicides solved that year but that occurred in a prior year. A clearance by arrest means that the police department developed sufficient evidence to establish probable cause for an arrest. Hence, the crime is cleared for statistical purposes.
